L.O.C.K.U.P.® Police Training Systems: Team Coordinated Control Tactics for Individuals Demonstrating Perceived Unusual Behaviors

Lieutenant Kevin Dillon, (Wethersfield, CT Police Department, Retired) is a twenty-six-year veteran law enforcement officer, SWAT Commander and an internationally recognized use-of-force and communications expert, instructor and speaker. He is the founder and developer of two Internationally recognized training programs: The L.O.C.K.U.P. ® Police Training System (2000), and Law Enforcement Active De-escalation Strategies, (L.E.A.D.S., 2007). His training program recently received the 2022 FBI National Academy Associates Science and Innovation Award.
Course Description
This customized training program addresses the critical need to prepare officers to
effectively respond to individuals exhibiting perceived unusual behaviors. The course
combines lectures, demonstrations, role-playing, and practical scenario-based applications
to develop instructors in Team Coordinated Control Tactics.
Uncoordinated or poorly trained responses to individuals in extreme states can exacerbate
medical emergencies leading to excessive physical exertion and increase the risk of
civil litigation or public unrest. This program provides instructors with tools to
minimize risk, enhance team effectiveness, and ensure a professional, measured response
during team restraint and medical emergencies. The program will equip instructors
with the knowledge and skills to respond safely and effectively to individuals in
extremely agitated states who demonstrate unusual or erratic behaviors.
Class is open to EMS Providers who will be trained on restraint and response tactics used by law enforcement to safely secure individuals. This coordinated approach between EMS and officers facilitates the safe transition of individuals to a backboard and ensures proper transport. EMS personnel must establish a plan for safe, medically appropriate care, with paramedics making critical medical decisions and closely monitoring chemically sedated patients.
REQUIRED EQUIPMENT (Police Officers): BDUs, soft-sole shoes, body armor, groin protection, full duty belt.
Topics Include:
- Recognize the signs and indicators of severe agitation, mortality enhancers, and potential medical emergencies.
- Implement appropriate, coordinated control tactics while integrating medical responses to ensure a reasonable, proportionate, and direct approach.
- Identify and analyze behavioral cues indicating medical emergencies, emphasizing the importance of treating severely agitated individuals as medical emergencies.
- Discuss the value of cross-training with local medical personnel to develop a coordinated team response for agitated individuals.
- Define and explain the eight tactical considerations for responding to individuals exhibiting agitation.
- Apply force mitigation strategies to reduce the need for higher levels of force while ensuring safety and control.
- Evaluate the removal of outdated terms such as “excited delirium” from policies and practices to align with contemporary standards and evidence-based approaches.
- Demonstrate grounding and grounded response techniques to safely control resistant or agitated individuals.
- Analyze lab and field studies related to prone restraints, providing evidence-based clarification on their role in avoiding positional asphyxia.
- Avoid chaotic responses, such as the uncoordinated “pig pile,” through organized and deliberate team tactics.
- Discuss emerging trends, studies, and considerations related to use-of-force encounters involving individuals in severe agitation.
